I'm looking to coif my 140 extreme excursion, i have resources in a workshop to get the work done. all I need to find out is what actually needs to be done to get the car up to the new specifications?
I've heard the workshop that does the work on the car needs to be registered with vosa, at the present time the garage mot's hgv's and is willing to carry out the work if they can get a detailed list of what has to be done.
Can you help me on this? I've tried ring vosa at the head office, but the people answering the phone are office people, not mechanics!!
I've rang the traffic commisioner, again no joy,all i get is an answering machine and not one call back.
if you can help it would be most appreciated.

I have been in the Limousine Business now for 10 years, I repair and we hire Limousines. I have found that from the begining the rules and regulations were not fully disclosed to all persons starting this business. Slowly slowly the regulations were made more public and and limousines prioritors started to suffer. It was alright when we imported all our limos in the country, we would not of finacially burdened ourselves, our lives and most of all our families if we knew of all these rules and regulations.

I have now visited this COIF company and i cannot understand the outrageous amount of money they are charging us to fully COIF our limous. Did it ever occur to VOSA that charging from £10,000 all the way upto £18,000 that this will financially close down a great percentage of companies and that will increase unemployment. Great job. We are meant to be supporting small businesses not closing them down. I agree to certain things to be altered on the limous for health and safety to both the drivers and passengers but they have gone from one extreme to the other. VOSA need to reconsider and come to some understanding and reason.

1st Oct 09 will be a day to remember for some of us, I was at drive 09 in the vosa meeting and see a lot of people with the same problems, unfortunatly only some turned out today so to those who did i say very well done and a great show, for those who didnt i guess you really dont have no problems. A couple of people need a special mention, Danny, Mr pink and the capital boys also A1s driver on westminster bridge, superb, and last to dannys driver who when i got pulled gave the police a really hard time that they left me and got him (£30 fine) well done mate. We will not go away so be ready for next month, this time more may realise they are in real trouble and pitch up. heres to a bigger show next month

i have a ford excursion 200 stretch and according to vosa i cant even get it coifed as it is to long but yet again a 200 stretch hummer is perfectly ok and on top of that dcl will not even insure my limo when it expires cause it has no coif and most of the insurance companies are refusing to insure as an 8 seater because of the length now im in a no win situation with outstanding finance on the limo and i have no other limos to continue my business with so i would like to just say thank you to vosa for taking away my kids bread money and leaving me and also other operators in the same situtation in the SHIT i hope the person that enforced this law ends up losing his job and goes skint just to see how it feels as i have lost a lot of sleep over this and still stressed out .

We have been established 5 years now and have 3 stetch limousines that fall into the over 8 category, 1 of which (gmc topkick) cant be coif'd, this vehicle cost us £87,000 and is now redered useless. Vosa's actions can only be compared with trying to bang the provebial square peg into a round hole and will have a devastating effect on the UK stretch limousine industry and its suppiers if proceeding as intended. minibus law was introduced in 1963 probably before stretch limousines even entered the UK. One thing that sticks in my throat is the fact that these vehicles were allowed to be brought into the country, registered and mot'd by the very forces that are now crippling our industry. Grandfather rites should surely be granted. I asked my local vosa test station if they could do a pre coif test on my topkick and was told "we are far too busy to spend time doing that" so they are not even willing to work with us and offer some help, the same vosa official also told me he did not like stretch limousines though it never made him biased haha!
Strange how this whole situation falls inline with vosa's latest finalcial figures which show a 16 million deficit and the appointment of a new Chief Executive Alastair Peebles, a former M.O.T tester now on a salary of £125,000 complete with index-linked pension, is it possible vosa are simply trying to increase there revenue. we have been in the business for 6 years now we have 14 cars on our fleet it is going to cost me around £120000 to coif my cars last month we was stopped in Brighton vosa spent nearly 2 hours going over my 2004 140 h2 they could find nothing wrong with the car at all they let my car go and are now threatening me with legal action for no operator’s licence i can’t get one as i have no coif so i now have to spend £18000 to put a coif on a car that vosa can’t find anything wrong with this just seems wrong this is just crazy i can legally put 16 passengers in my h2 as long as i don’t charge a penny but if i want to put paying passengers in the same h2 i need to spend £18000 for a coif on a car that vosa can’t find anything wrong with how does that make any sense the government need to look at this seriously if i lose my businesses its not just me that is in trouble what about the finance companies the insurance companies the petrol stations the garages the night clubs theatres etc and then the banks the mortgage companies when we cant pay them any more then there’s all the owners and drivers with no jobs i could go on all day so we need to act fast let’s see what happens at drive 09 at the vosa seminar good luck to you all. i have been hiring limos since 1999 and none of my customers have never been injured or distressed by using my limos. I am disgusted that i have a limo that i payed £65,000 for and i will no longer be able to use. Who is going to reinburst me of this money as i cannot use this limo no longer and i was allowed to import the vechile into the country and register it. I will now be out of work and out of pocket which will cause problems as i have three children to support and a morgage to pay. All of this will be at risk now and i may have to rely on government support once i loose my home.

Have you tried to coif your limo, have you tried to obtain a restricted operators licence, all of this is done through vosa and the time delay is unbelievable to pass all these things. they need to understand how will we survive in this current climate as well as stealing our jobs too. common sense must get through, as for the nla what a load of tosh that is, where are these people now they are needed, looking after them selves i guess, good luck to all. What limo UK has been going now for 12 years and the last 2 years have been the hardest out of the blues we find we have no were to go but pay up or close down by the 1st oct we have 2 new 16 seater limo party buses with coif at the cost of £90,000 and two 13 seater coif excursions that just cost me £8,000 each to coif a total of £196,000 a big dent in the bank account in these hard times we also have some big 22 seater 4x4 jeeps what do we do with them now they can’t be coifed if anyone knows let me know good luck all and lets save the big ones. I am deeply sad & disappointed of the new law toward the limousine businesses. I have been in this business about last 12 years and been doing nothing wrong but working, paying taxes. I don’t understand by new law, government will make us unemployed, rather than encouraging to work & pay more tax. I do not see with new law anything is going to improve toward the safety of limos, just the extra coast of £18000.00 per vehicle to put pressure on the businesses. Doomsday! has finally arrived. I do have a coif'd vehicle but find it very unfair as I personally have been in the chauffeur hire business over 25 years. VOSA should have helped us instead making things tough. We need Limo laws for 1-8 people then 9-16 people. We are not a local bus service. VOSA need to be educated on how exactly the limousine industry works. They need to be lean on the coif of these vehicles as they are not buses or minibuses, they are a luxury vehicle for hard working people to entertain and enjoy themselves. i think the whole is a joke how on earth given the current recession they can come up with a proposal like that they vosa has been promoted into a sherif overnight to govern an industry they know nothing about limousines are not psv vehicles they were not built for that and you can never safely adopt them for that purpose we in limousine industery have a 100 % safety record and there are no limousines on the road with safety issues i hope common sense is applied otherwise if vosa legislation are applied they will destroy thosands of jobs and cripple hundreds of operaters overnight.

Just a small example of one of the Limousine industry’s problems, is the fact that if we want to carry on trading with any vehicle which carries over 8 passengers, for instance the Hummer H2 Limousine, we will need a COIF Certificate (Certificate of Internal Fitness). At the moment there is no company providing this certificate and deadlines are coming closer.
