Dear Mr MacDonald,
Further to your email dated 14th October 2009 and my email response
dated 15th October 2009, I now confirm that we have held an internal
meeting where your concerns had been discussed and solutions were
suggested. It was suggested that any questions to you would be ready in
advance of the meeting and shall be communicated to you in preparation
for the meeting. I am pleased to say that to date we have already 11
questions to be put before you and we expect few more.
It was also suggested that a Chairman, probably me, will be responsible for the conduct of the meeting and will be the only one who will read the questions.
We have approached couple of venues in London for holding the meeting and they gave us the following available dates in January 2010: 18,19, 20, 21, 25, 26, 27 and 28 January 2010 between 7pm-11pm.
I shall be most grateful to you if you confirm which dates and times are most convenient to you, Mr Barlow and Mr McIntyre. Any further suggestions for conduct of the meeting in order to make sure that the meeting will revolve around possible solutions will be most welcome.
Prompt response is required to enable us to finalise the organisation of the meeting.

1. Provided that limo companies meet the requirements, is self drive going to work in the future? If not, what happens to all the vehicles that cannot be coifed?
2. The 1981 Act was originally enacted for coaches and buses. The limousine business is running from 1995 in the UK, why suddenly enforcing the Act on the limousine business?
3. This question is about educating and supporting the limousine owners. Why VOSA is not sending an officer, or even some literature, to explain the requirements and/or inspect the limousines?
4. This question is about infrastructure before imposing the COIF. It takes 3 weeks for each limo to be coifed why VOSA did not have the infrastructure ready so limos could be coifed faster saving money and time for the limos companies? ( * The current waiting time for applying COIF certificate can exceed 3 months and if more limousines want to apply for the COIF with current infrastructure the waiting time can easily exceed a year.)
5. More about infrastructure. Why there are only very few garages that can do the COIF? why is not open to competition to make the process cheaper for the limo companies?
6. What are you going to do about the limos that can't be coifed? can the limo companies suggest solutions? such as those limos that are already here be exempt? or goverment assist limo companies to purchase new ones that can be coifed? or goverment pay scrap value?
7. If a limo company is in the process of applying for a COIF and operation license, is it immuned from proseuction? if yes, for how long?
